## 2026-09-18: consistency correction release

This correction follows `PAPER_CONSISTENCY_AUDIT.md` and
`PAPER_ERRATA_PLAN.md`. Git history preserves the preceding sources and PDFs.

Material changes:

- fixed fifth-sector sign, scale, compact-mode, scalar-variation, matter-coupling,
  and first-order Gauss-law conventions;
- replaced guessed hypersurface-curvature terms with an exact projected residual and
  separated spacetime extrinsic curvature from electrode-edge design proxies;
- corrected singular null ratios, identifiability tests, covariance treatment,
  observational-equivalence semantics, and sequential-inference requirements;
- narrowed topology, Casimir, HFGW, superconductivity, and software claims to the
  evidence actually released;
- assigned application IDs `APP-013` through `APP-016` to remove collisions with
  cogravity Papers 036 through 039;
- marked the cogravity sequence as a flat-background spin-1 analogy rather than
  general relativity and moved existing relativistic constraints ahead of laboratory
  proposals;
- corrected bibliography identities and broken internal/package references;
- added shared physics conventions, a 45-entry manifest, and a noninteractive PDF
  build/checksum script.

Scientific status:

No extra-dimensional anomaly, free-energy cycle, gravity control, inertia reduction,
reactionless thrust, observer-coupled effect, or novel superconducting state has been
demonstrated by this corpus. The revised papers are hypotheses, theory drafts,
protocols, constraint programs, or engineering reference architectures as recorded in
`papers/manifest.tsv`.

The HTML reader pages are summaries, not independent authorities. LaTeX source is the
authoritative manuscript; checked-in PDFs are generated outputs.
